My question is, if I need lawyer to tell me what the law is, is that not an admission by the court that the law is not written according to the rules of construction, I believe it does.

They also must have a law in place that authorizes the distribution of that public money that is constitutionally sound. Thus, we have thousands of laws addressing every function of government. These laws contain authorization from the people for the government to pay for the service, which the law provides. These laws consist of tax and regulatory laws. The tax laws raise funds to support the every day functions of government to provide services to the people. The regulatory laws are not revenue laws they are laws that regulate certain industries and the tax imposed are for paying the government expenses to oversee the regulated industry.

The collection of these taxes fall to the Treasury Departments of the Government, which draft rules, based on the laws, which authorize the imposing of the duty as a guide for the government employees given the task to collect those taxes. The Internal Revenue Service being an administrative agency bound by the official interpretation of the Secretary of the Treasury writes the rules, which the IRS follows that are consistent with the Secretaries interpretation of the federal tax laws. These rules published in the Internal Revenue Manual, consisting of over 27,000 pages govern the IRS employees and agents in their every day activities of assessing and collecting the many Federal Taxes.
